In the mid 19th century, approval was required from 2 towns to hire a teacher for a district. The text of this note reads:

"I do hereby certify that I have examined Arthur McKeel and do believe him well qualified in respect to moral character learning and ability to instruct a school in this town for one year from the date hereof.
New Castle March 2, 1846
